HWDC Disposal Fees and Information

Current Disposal Fees
Credit Cards Now Accepted
Effective February 9, 2015 Harford County will be accepting credit cards for residential transactions for solid waste disposal and bulk sales of mulch and compost. Unfortunately, we cannot accept debit cards. 

Cash Deposit Required
Any vehicle not meeting the criteria in the table below shall pay a cash deposit equal to 1 ton of waste ($72 in FY15). The vehicle shall then be weighed on the truck scale. After dumping, the vehicle shall be weighed again with the customer being charged based on the net weight of the waste ($72/ton in FY15). If the net weight is less than 1 ton, the driver will be reimbursed the difference between the charge and deposit. 

Driver's License Required
All drivers of cars, vans, pick-ups, and trailers must present a valid Maryland driver’s license with a current Harford County address.

Unload before 3 p.m.
Vehicles entering the landfill between the hours of 2:45 p.m. and 3 p.m. that cannot unload and exit the landfill by 3 p.m. will be asked to return on another day at an earlier time to dispose of their solid waste.

Charges and Free Items
Please note that loads of recyclable materials only will not be charged in accordance with the table below. If a load contains items not listed as free, the customer will be charged the appropriate fee. Examples of chargeable items include but are not limited to household trash, construction and demolition debris, furniture and mattresses, and CRT computer monitors and televisions.

Building & Demolition Materials
In order to conserve costly landfill space, the disposal of building and demolition materials, which typically should be disposed of at a rubble landfill, will be limited at the Harford Waste Disposal Center. 

Building and demolition materials include but are not limited to:
  • Asphalt
  • Bath tubs
  • Block
  • Brick
  • Doors
  • Fencing
  • Insulation
  • Kitchen cabinets
  • Landscape and hardscape materials
  • New and used lumber
  • Other building materials
  • Plywood
  • Sinks
  • Toilets
  • Vanities
  • Wallboard
Residential Customers Only
Disposal of building and demolition material will be limited to residential customers only. The permissible quantities for each trip will be limited to no more than 25% of a residential vehicle capacity (including passenger cars, SUVs, pick-up trucks, trailers, and passenger vans). 

Residential customers disposing of building and demolition material in vehicles other than those previously listed will be evaluated on a case by case basis but in no event shall this material within any size vehicle exceed more than 25% of a pick-up truck bed (8 ft. L x 4 ft. W x 3 ft. H) capacity. 

Any residential customer exceeding the above limitations will be directed to dispose of their building and demolition material at a privately owned rubble landfill in the region. Commercial establishments and businesses may not dispose of building and demolition material at the Harford Waste Disposal Center.

Truck/trailer beds with side rails or boards over 3ft high will be required to place a $72 cash deposit and weigh across the scales.

All vehicles not meeting the above criteria will be required to cross the scales and will be charged $72 per ton. A cash deposit of $72 will be required at the time of crossing the scales for customers. After dumping, the vehicle shall cross back over the scales and be weighed, at which time the customer will be paid any outstanding balance on the deposit.  There shall be a minimum charge of $7.

*Cars and Trucks towing a trailer will be required to pay the vehicle fee and trailer fee. For example, a standard size pick-up truck with material that is towing a trailer with additional material will be charged $7 for the truck and $7 for the trailer for a total of $14. Passenger vans are any van intended to carry passengers with windows on the sides to the rear of the driver and passenger areas.

**Harford County residents may self-load up to 3 to 30-gallon containers/bags of mulch or compost for FREE. Please bring your own shovels or pitch forks.

***Please note some appliances, due to the amount of non-metal components, may not be considered recyclable. In those cases, a disposal fee will apply.
