Rental Allowance Program: The Rental Allowance Program provides a rent subsidy to low-income residents who are either homeless or in need of temporary emergency housing and are not eligible for any other housing assistance program, but are capable of returning to self-sufficiency. One year is the maximum period for the subsidy. Limited funding available.
Transitional Housing Services: Housing counselors offer clients guidance in areas of education and employment, provide referrals to other helpful agencies, and assist them in their efforts to regain entry into mainstream society.
Housing Assistance for Families With Disabilities (HAFD): Provides tenant-based rental assistance and supportive services to income-eligible families with HIV/AIDS. Supportive services are provided by the Harford County Health Department to assist with short-term rent, utilities, security deposit, and moving expense.
