Grant in Aid Program (GIA)

Application Period: 
Grant in Aid is administered by the Harford County Department of Housing & Community Development Division. Grant in Aid provides operating funding to eligible non-profit public/private organizations in Harford County whose missions meet the purpose of providing public service programs which provide housing and prevention services. The Community Development Review Board reviews applications and makes funding recommendations.


The purpose of the grant program is to:
  • Enhance the ability of public/private sector organizations to provide human services to its citizens.
  • Address the resource needs of public/private organizations that are striving to meet the emergency and daily needs of citizens and impacted neighborhoods.
All organizations receiving grant funds from Harford County will enter into an agreement with the county. All grantees must comply with financial and programmatic procedures and submit required forms. The Admin Procedures Manual and accompanying forms and instructions are provided below for review. Funding Requirements

Qualifying Applicants must:
  • Be incorporated as non-profit, tax-exempt organizations, 501(c)(3).
  • Primarily serve the low to moderate income and be able to provide documentation on who is served.
  • Provide housing or homeless prevention services.
  • Be soundly managed and financially accountable and provide proof thereof.
  • Hold their activities in spaces accessible to the disabled. Also, activities must be altered to meet the needs of the visually and hearing impaired upon notification of need.
Applicants are prohibited from using funding to promote or further non-secular purposes.

Application Process

July 2015 - Beginning of Fiscal Year 2016. Funds available for use upon grant execution.
