The Homeless Women-Crisis Shelter (HW-CS) Program is a program funded through the Maryland Department of Human Resources (DHR), which provides shelter, room and board, counseling, and referral services to homeless women and children. The shelters offer a 24-hour crisis hotline in addition to safe accommodations and meals. Other services include direct resource referral for housing, physical and mental health care, education, training, employment services, and case management.

Funding Requirements
The Maryland Department of Human Resources' Department of Transitional Services once every 3 years, usually in early spring:
  • Requests all Local Administering Agency (LAA) submit an application for funding. The local LAA is the Harford County Department of Community Services.
  • The Department of Community Services submits a formal Request for Proposal to fund eligible applicants in our county.
  • Eligible applicants must be a 501 (c) (3), nonprofit involved in either offering transitional or emergency housing to homeless persons, or homelessness prevention services to people at risk of homelessness.
  • Eligible applicants must be actively involved in the Harford Roundtable and the homeless continuum for the county.
