Applicant Qualifications

Basic Qualifications
Applicants for the license must:
  1. Be a legal resident of the United States and provide a copy of current identification with address, such as driver‘s license. Foreign-born applicants must provide proof of legal status, such as a copy of a permanent resident card, naturalization certificate, or US passport.
  2. Not have been convicted of :
    1. Any felony crime
    2. Violation of the laws governing the manufacture or sale of alcoholic beverages
    3. Maintaining or operating a bawdy house or a place where gambling has been permitted, or by the agent or representative of any such person
  3. One applicant shall be a bona fide resident of Harford County, Maryland, for at least 1 year before filing the application and shall remain a resident as long as the license is in effect. This person is known as the resident licensee and must be on the premises a substantial amount of time on a daily basis.
Further Qualifications
  • Individual: Applicants not operating the business under a corporation, limited liability company, or partnership may apply as individuals. A license for an individual shall be issued to an applicant who is a bona fide resident of Harford County, Maryland, for at least 1 year immediately prior to filing the application.
  • Partnership: The license must be applied for by at least two general partners, all of whom must be bona fide residence of Harford County for at least 1 year and shall be required to provide proof of residency; and a signed Affidavit of Responsibility.
  • Corporation: Shall be issued to three officers of such corporation; all holding a pecuniary interest, as individuals, and of fair market value. At least one applicant shall be a bona fide resident and taxpayer of Harford County for at least one year immediately prior to filing the application, and must be able to provide proof of same.   • Limited Liability Company (LLC): Shall be issued to three authorized persons of the LLC; all holding a pecuniary interest, as individuals. At least one applicant and authorized person must have residency in Harford County, Maryland, for at least 1 year immediately prior to filing application, and must be able to provide proof of same.
In the case of a corporation where there are less than 3 officers or directors of the corporation or in the case of a limited liability company where there are less than 3 authorized persons, all officers or directors holding a pecuniary interest in the corporation, or all authorized persons holding a pecuniary interest in the limited liability company shall make the application.
