Consolidated Annual Performance/Evaluation Report
Harford County Housing & Community Development has prepared the FY2017 (FFY2016) Consolidated Annual Performance and Evaluation Report (CAPER) DRAFT for Harford County, Maryland. The CAPER is a Federally mandated annual report focusing on housing and community development issues and strategies undertaken for the period of July 1, 2016 to June 30, 2017 by the County, as well as the City of Havre de Grace, the City of Aberdeen and the Town of Bel Air. The CAPER details the use of FY2017 (FFY2016) funds for the following Federally Funded programs: the Community Development Block Grant (CDBG) Program and the Home Investment Partnerships (HOME), program. The FY2016 allocations for these programs were as follows: CDBG- $967,043; HOME- $307,583.
Citizens are invited to submit written comments on the FY2017 (FFY2016 CAPER) DRAFT from September 11, 2017 through September 26, 2017 to: Leonard Parrish, Director, Harford County Housing and Community Development, 15 South Main Street, Bel Air, Maryland 21014. Copies of the report are available at the office of Harford County Housing & Community Development, the City of Havre de Grace, the City of Aberdeen, the Town of Bel Air, at each Harford County Public Library. Within the CAPER, Harford County documents accomplishments and compliance with the following federal U.S. Department of Housing and Urban Development (HUD) programs: Community Development Block Grant (CDBG) Program and Home Investment Partnership (HOME) Program. It also reports outcomes for funds received through the State of Maryland that address issues of homelessness.
HUD reviews the CAPER to determine Harford County's administrative capacity to effectively utilize its federal entitlements to provide decent housing and a suitable living environment for the low to moderate income of Harford County.
