Government must be responsive to its citizens, while recognizing that the wants and needs of citizens are often varied and sometimes divergent. The proposed Fiscal Year 2013 Operating and Capital budgets for Harford County reflect a balanced approach to governing, the realities of a fragile economy, and the priorities of our community. This budget was crafted by adhering to sound fiscal management policies that keep our County operating within its means without an increase in taxes.

Sound financial management practices and the use of strategic planning and effective communication have enabled the Administration to adequately fund facilities, programs and resources that focus on the principal initiatives of Public Safety, Efficiency in Government, Economic Opportunity, Environmental Stewardship, and Quality of Living for the citizens of Harford County for FY 13.
