Welcome to the Harford County Highway Safety Committee (HSC) website.
We are dedicated to:
- Enhancing highway traffic safety through Harford County, Maryland
- Developing activities aimed at reducing and preventing motor vehicle related deaths
- Raising public awareness about highway safety issues
About HSC
Task Force History...
An informal group of advocates began meeting in 1987. In 1989, Maryland Department of Transportation's State Highway Administration provided federal and state funds to each of the 23 counties and Baltimore City to combat impaired driving. In 1993, the program was expanded to include a more comprehensive approach to traffic safety. Today, the HSC is a project under Risk Management, an division in the Department of Administrative Services for Harford County Government
Our Mission...
The mission of the Harford County Highway Safety Committee is to serve as an ongoing mechanism to enhance highway traffic safety through Harford County, Maryland by:
- Identifying the nature and extent of existing and emerging traffic safety problems
- Ascertaining the circumstances that contribute to these problems or affect their improvement
- Developing a yearly, comprehensive Community Traffic Safety Program (CTSP)
- Generating multi-disciplinary programs, projects, and activities to carry out the Plan
- Recommending the uses of State, Federal, and other resources available to the county for this specific purpose
- Coordinating traffic safety efforts of the various agencies, institutions, organizations, businesses, and other interests
- Evaluating the effectiveness of traffic safety measures
- Promoting traffic safety activities/actions by those groups having the available resources
- Providing a forum for the exchange of traffic safety information
- Promoting safe driving behavior by all who use our streets and highways
