On April 27th and 28th, residents and business owners gathered together to create a new vision for the Route 1 Corridor. The objective of the Route 1 Visioning process was to explore a smarter and more efficient use of existing infrastructure investments in the Route 1 Corridor. The State Highway Authority (SHA) originally presented the community with an alternative showing a six-lane, divided Route 1,based on a current transportation/land use model. This plan failed to get a consensus of community and business support. Harford County Government partnered with SHA and brought Anton Nelessen, residents, business owners and developers together for a two-day participatory process to develop a future vision for the Route 1 corridor. A participatory planning process is built on discussion and consensus; the collaboration of different community parties, working together to find an acceptable solution. Meeting the objectives of safety and capacity were combined with positive visual and spatial goals to create a place acceptable to the community. The primary issues identified were land use (what were the redevelopment options) and transportation (specifically the road network capacity and safety). The study parameters where defined by existing zoning classification, water and sewer availability, the sanitary water sub district, etc. These different factors were synthesized to produce a base map, a starting point for workshop participants. This is a summary of the workshop process and findings for the Route 1 Corridor.
