FORMER ATTORNEY INDICTED
Norman Joseph Lee, III, 58, formerly of Bel Air, Maryland was indicted by the Grand Jury for Harford County on February 5, 2008 on one count of theft over $500 and one count of conspiracy to commit Theft over $500.
From June 2006 through January 2007, Lee - indefinitely suspended from the practice of law since June of 2006 - operated Maryland Foreclosure Workout Solutions from the Bel Air law office of Harold J. Tulley. Lee would search for homeowners facing foreclosure. The homeowner would retain Lee for refinancing and would retain Tulley for the filing of a Bankruptcy petition.
The investigation was referred to the Harford County State's Attoney by the Maryland Attorney Grievance Commission. In December 2006, Phaedra Deshields, retained Lee and Tulley to stop the imminent foreclosure of her home in Harford County. Despite numerous attempts to contact Lee and Tulley no bankruptcy was ever filed on her behalf and her home was foreclosed upon. Lee is being held in the Harford County Detention Center in lieu of $250,000.
