Responsibilities:
The Department of Administration provides overall management and support services to
all County Departments and Agencies.
There are six divisions in the department, including the Director's Office, Budget and
Management Research, Risk Management, Facilities and Operations, Central Services, and
Information Systems. The Division of Information Services is further broken down into
three components providing for operations and services of the County's multi-platform
computer network.
Each Division's supervisor reports to the Director, who also serves as the County's
chief budget officer. Overall, the Department of Administration employs 76 persons.
The Director of Administration serves as the County's liaison to Harford County's
twelve all volunteer fire, rescue and ambulance companies.

The Solar Energy Tax Credit is a one time per property
credit. However, you may have already received it. Most people receive the credit when
they install the unit on their home. The Office of the Treasurer can send you an application form, and some additional information, please call 410.638.3326.

interpretation of a regulation made by a County agency. Is there a way I can appeal this
decision ?
Yes, Harford County does have an appeal process available to anyone who has been denied
a license or permit, or who has a dispute with an agency's rule or decision. You must
complete the required form to request an Administrative Appeal. The forms are available
through the Office of the Director of Administration, 220 South Main Street, Bel Air, MD
21014. Once the completed form is received, a hearing will be scheduled.
