| Terms of appointment are one, two, three, and four-year terms. Membership will include the following:
Ex Officio Members - The County Executive, a member of the County Council, Director of Department of Social Services, County Board of Education,and the Health Officer of the county. A designee for the ex officio may serve in their stead.
At least two and not more than two of the non-ex officio directors shall be parents of handicapped children.
A summary of the Board of Directors duties include:
1. To establish, maintain, and operate a residentail and day-care training and rehabilitation center and any other facilities and services necessary for the proper care and treatment of physically and mentally handicapped persons who are residents of the county.
2. To provide adequate facilities and services for the rehabilitation and training of the physically and mentally handicapped citizens of the county, to include educational and special education services, rehabilitation and training programs, residential and day care facilities, medical, nursing, and recreational services.
3. To establish and collect fees and charges for institutional use and services rendered and to expend the income therefrom for the support of facilities and the providing of services.
4. To apply all money, assets, property or other things of value it may receive to the general purposes of the Harford Center
5. To employ an administrator and other employees as may be required for its operation and to establish their qualifications, salaries and employee benefits.
6. To establish a close liaison with private organized groups interested in physically and mentally handicapped persons for the purpose of strengthening the endeavors of theose groups and enlisting their assistance in aiding the Harford Center and its programs.
