Sediment Control  This section is responsible for the inspection of any construction activity, within Harford County, which disturbs more than 5,000 sq. ft. of area.  Inspections are performed to verify that sediment control practices required as part of an Approved Erosion and Sediment Control Plan are installed per plan, and are maintained and functioning properly.  Sediment is considered a pollutant in the state of Maryland so construction activities are closely inspected due to their increased potential to generate sediment.  Because a project changes during it's construction life, the sediment control inspectors perform periodic inspections.

Storm Water Management  This section is responsible for the inspection of stormwater management facilities to verify that they are constructed in conformance to their Approved Stormwater Management Plan and all applicable standards.  Storm water management maintenance inspections are performed on all existing stormwater management facilities in the County.

The Materials & Testing Laboratory is responsible for performing inspections and quality control testing of all construction materials used on Harford County Construction Projects.

The section conducts tests of materials to be used for construction to determine their conformance to standards as required by the Harford County Road Code and Maryland Department of Transportation State Highway Administration, Standards and Specifications for Construction and Materials.  Materials may be tested on the construction site at time of placement, at the source of the material, or in our laboratory.

Tests performed by the Materials and Testing Laboratory are all performed in accordance with specifications and test methods outlined by the American Association of State Highway and Transportation Officials (AASHTO), American Society for Testing and Materials (ASTM), or Maryland Standard Method of Testing (MSTM).

Additionally, the Materials and Testing Laboratory has received national accreditation from American Association of State Highway and Transportation Officials for the eighth consecutive year.  The areas of AASHTO Accreditation include Hot Mix Asphalt Aggregates, Soil, Portland Cement Concrete and Portland Cement Concrete Aggregates.


Roads and Bridges

 This section is responsible for the inspection of County, State, and Federally funded contractual work on all County roadways and bridges.  This includes pavement overlays, pavement rehabilitation, bridge construction and bridge rehabilitation activities.  Inspections are performed to verify that the project is constructed in accordance with the plans and standards.

 This section is responsible for the inspection of future County maintained facilities such as roads, storm drains and water and sewer systems for land development.  Inspections are performed to verify that the facilities are constructed in accordance with the plans and standards.

 


Capital - County Agency Projects

 This section is responsible for the inspection of construction activities for Harford County Parks and Recreation projects and the construction of buildings and facilities for various county agencies.  This section's clients are the using agencies, divisions and departments within the County organizational structure.

Employees of this section supervise the administration and performance of all executed contract documents and provide quality assurance for using agencies.   In reaching this goal inspections are performed by this section's personnel so guidelines set forth in the contract specifications within each individual field of construction are met.  These construction disciplines include:   electrical systems, plumbing systems, sprinkler systems, fire alarm systems, HVAC systems, and general building construction.  And finally they may act as liaison and representative between the County agency and the architects and engineers.
