FREQUENTLY ASKED QUESIONS

Q: What debris can be disposed of at Harford Waste Disposal Center (HWDC)?
A: Anything that does not qualify as liquid, demolition/construction debris, household or commercial hazardous waste, contains creosote or asbestos, or vehicle parts.
Q: Where can demolition/construction debris be disposed of?
A: You may take it to Harford Waste Disposal Center (HWDC) at Scarboro Landfill.
Q: Availability of mulch and compost?
A: Compost and mulch is available to Harford County residents on a year-round basis, Monday through Friday, between the hours of 7:00 a.m. and 2:30 p.m. and Saturday between 8:00 a.m. and 1:30 p.m. Availability may change on a daily basis during Spring and Fall due to supply and demand. Please call 410-638-3642 or 410-638-3638 for current availability.
Q: Hours of Operation at HWDC?
A: Monday through Saturday: 7am to 3pm. Closed Sundays.
Q: Directions to HWDC?
A: From South - North on Route 1 to Route 543. Left on 543 five miles, right on Route 440 four miles to Scarboro Road. Right on Scarboro Road and left into HWDC entrance.

From East - Route 22 West to Route 136. Right on Route 136 to Route 440. Left on Route 440 to Scarboro Road. Left on Scarboro Road and left into HWDC entrance.

From West - Route 165 to Route 543 to Route 440. Route 440 to Scarboro Road. Left into HWDC entrance.

From North - Route 1 South to Route 136. Right on Route 136 to Route 440. Left on Route 440 to Scarboro Road. Left on Scarboro Road to HWDC.

Q: Where can tires be disposed of?
A: Residents can bring up to five (5) tires per trip to HWDC at no charge if the tires are not on rims or if on rims, $2.00 per tire. Bulk loads of tires hauled by a licensed scrap tire hauler are disposed of at the Waste-to-Energy facility at 1 Magnolia Road. Their telephone number is 410-676-8990 or 410-679-6200.
Q: Why was my trash not picked up today?
A: Harford County Government does not "pick up" trash, we only maintain the municipal landfill for residents and trash haulers. Most of these call are from residents who are A:) new to the county and have moved from an area where the local government picks up the solid waste from curbside or B:) the caller was calling their local hauler and was given our telephone number by mistake from 411.

A: No, their telephone number is 410-838-5472.
Q: New resident, when are you going to start picking up my garbage?
A: The County does not pick up garbage. Town of Bel Air residents can call 410-638-4545. City of Aberdeen 410-272-1600 or Havre de Grace 410-939-1800. Those Department of Public Works can advise you of trash and recyclables pick up days. If you live outside an incorporated town, you can hire a private trash hauler to pick up your garbage on a regular basis or you can bring your garbage and recyclables directly to the landfill?
Q: How do I dispose of paint?
A: Latex paint can be recycled on one of the two county paint recycling days...or if you prefer or have oil based paint, you can leave the lids off the paint in a safe open air area until the paint is completely dried to a solid or add sand, cat litter, or torn paper in the can to absorb the liquid. Put the lid back on tightly and discard in your regular household garbage. It must be dried to a complete solid in order to dispose of it in the solid waste stream.
