The mission of the Division of Environmental Services is to provide quality environmental and integrated solid waste management programs for the citizens of Harford County.

1. The proper closure and/or remediation of all county-owned landfills.

2. Adequate solid waste disposal capacity for the next ten years and beyond using educational programs and the most appropriate technologies.

3. A recycling program that continues to meet or exceed state mandated recycling requirements and county goals, and that best serves the general public.
