Capital Program Data 2000

The following list is the Water and Sewer Division's projected five-year Capital Program. A brief description of each project planned for Fiscal Budget Year 2000 follows.

Sewer Projects 2000 Bel Air Meter Replacements

This project will provide design and construction of the Del Haven and Buchall meters. Current meters are undersized and in excess of 20 years old.

Church Creek PS Replacement

Mitchell Drive, Perryman

This project will replace of the existing 4.32 mgd sewer pump station with a new 10 mgd station. Expanded capacity is required for the anticipated growth within the drainage area of the 1986 land use plan. This project also includes a 24-inch sewer replacement in Mitchell Lane as well as two (2) interconnections between the Church Creek collector and Parallel Sewer along Route 40. Funds for this project are to be provided by developer/builder surcharges currently in effect.

Infiltration/Inflow

Harford County Sewer Service Area

To rehabilitate the existing sewers with excessive infiltration and inflow. Work involved shall be manhole repair, sewer line grounding and line replacement. This project also allows for the purchase of flow meters and equipment for monitoring purposes. This equipment is required to accurately measure the sewage flow and determine the remaining capacity of the sewage system.

This project shall provide for improvements to the existing County pump stations due to needed upgrades in capacity, stand-by electrical requirements, major repairs, safety requirements and site improvements to comply with all local and state regulations.
Railroad - Edgewood Land Lease

Approximately 2-1/2 miles of the Edgewood Interceptor lies within CSX Railroad right-of-way.The current lease will expire and the County wishes to purchase an easement in perpetuity.

This project will allow for the funding and construction of the modifications required to the existing Bush Creek Surge Facility.As the flow increases from the existing Bush Creek pumping station, the Surge tower must be raised approximately 20 feet so as to accommodate the increased maximum liquid level from the output of the pumping station.
Bynum Run Parallel

Bynum Run Drainage Area

This project will parallel the existing Bynum Run Interceptor from just south of I-95 and north of Wheel Road near MacPhail, near where the Plumtree collector ties in. The interceptor is nearing capacity and requires relief. The project shall be built out in phases as determined in the preliminary engineering study. This project will impact the Operating Budget with estimated increased costs of $10,000.00 per year for clearing easement areas.

Harford County Sewer System

The purpose of this project is to establish an account to provide resources for projects associated with the relocation of sewer mains affected by the relocation of State Highways within Harford County. Until decisions are made as to who will pay for these relocations, Harford County needs the flexibility to react to these unanticipated requirements.

South of I-95 to Bush Creek Pumping Station

This project will allow for the funding and construction of a parallel to the existing Bynum Run Interceptor, from the Bush Creek Pump Station to MH #20, located approximately 2,000 feet south of Route 7. This section will require approximately 4,420 lf. of 36-inch sewer from south of Route 7 to the south side of I-95.
Sewer Petition 02

Harford County Sewer System

This is an umbrella account for sewer petition projects. This account is used to finance existing communities which are currently on private septic systems and wish to have public sewer. Capital Investment is recouped from the community which benefits from the public facility through annual assessments, as provided for in the Harford County Code.
Water Projects 2000 Aberdeen Interconnection Improvements

In accordance with the Harford County – City of Aberdeen Water Purchase Contract dated 05/27/95, four (4) interconnections were required to be upgraded and an automatic control system installed. The City failed to perform their required work and in accordance with Paragraph 4 of the Contract, the County will perform the work and charge the city for all expenses related to the work.

Abingdon Maintenance Facility

This project will allow for the funding for the purchase of land, design and construction for a new maintenance facility to be built for Water and Sewer personnel. The existing facility will be rehabitated and converted to a full Highway Maintenance Facility. This project is a companion to Highway Capital Project and is the outcome of a feasibility study performed by URS Greiner in March 1999.
Abingdon Road Phase III

The purpose of this project is to parallel existing 20-inch main along Abingdon Road from water treatment plant site to Peverly Run Road. This project will consist of design and construction of approximately 2,700 linear feet of 30-inch water main, as required for additional transmission main capacity from the Abingdon Water Treatment Plant.

This project provides the Department with the financial capacity to paint and repair existing water tanks. Stepney and Otter Point are our next two tanks which require repair and painting. All tanks require periodic renovations including cleaning, sand-blasting, structural and safety repairs, and repainting. This account allows for such requirements.

This project will allow funding for replacement and emergency repairs of existing polybutylene (PBU) services throughout the water service area. By eliminating the PBU service, which has resulted in numerous and costly water line breaks, annual operating expenses should significantly decrease.
Bel Air Bypass Transmission Line

Boulton to Conowingo

This project shall include design and construction of approximately 16,400 lf. of 24-inch water main from the end of the proposed 20-inch main along Boulton Road with Maryland Route 24 for approximately 3,500 lf., then along the Bel Air Bypass to Conowingo Road.  Also included is 550 lf. of 24-inch water main from the Bel Air Bypass to Bynum Road along Conowingo Road and 750 lf. of 24-inch water main along Bynum Road to Bynum Road Water Tank.
Boulton Road Water Main Phase II

This project shall be used for the design and construction of approximately 1,850 lf. of 20-inch water main, from the end of the proposed 20-inch main along Tollgate Road to end of proposed 24-inch and 20-inch mains along MD Route 24.

This project provides for the design and construction of 2,300 lf. of 16-inch water main along Willoughby Beach Road, which will parallel the existing 12-inch water main from Sequoia Drive to the existing 8-inch water main in Edgewood Road.   This project will also include approximately 1,200 lf. of 16-inch water main along Edgewood Road, which will parallel the existing 8-inch in Edgewood Road between Willoughby Beach and Trimble Road.
Fourth Zone Water Loop

This project consists of the design and construction of approximately 1,000 feet of 12-inch water main between the Spenceola Farms II subdivision and the Tuchahoe Farms subdivision, along Route 23. Construction of this project will complete an eventual water main loop within the fourth zone of the water distribution system.

This project shall consist of design and construction of approximately 2,200 lf. of 16-inch water main parallel to the existing 16-inch main in Route 40, from its intersection with Route 7 to Stepney elevated tank.
Village of McLean Transmission Main

Village of McLean

This project will allow for funding for the increase size of the water main required to be installed with the construction of Village of McLean Development. Approximately 3,900 lf. of 24-inch water main through the proposed development of Village of McLean from Singer Road to the Country Walk Tank. It is anticipated that the developer will proportionally share in the cost of the project, as required by the preliminary plan.

This project will allow for the financial capacity to study, design and/or construction ‘miscellaneous distribution, stations and treatment improvements as required’ with the Harford County Water System.
