Deputy Director

Q: Who should I call when I need maintenance service on my water or sewer system?
A: Call the Abingdon Maintenance Shop at 410-612-1612.  Service is provided 24 hours a day, seven days a week.
Q: Who should I call with questions about my water and sewer bill?
A: Billing questions are handled by the Water and Sewer Accounting Section at 410-638-3311.
Q: What is in my water?
A: Harford County's treated water contains chlorine to disinfect the water - 1.0 to 1.5 parts per million, and fluoride - 1.0 parts per million.  pH is maintained at 7.2 - 7.3 to keep the water soft.  Carbon is used to remove odor and taste, but the carbon is filtered out before the finished water leaves the plant.
Q: What is my water tested for, and how often is it tested?
A: Water is tested at the plant for chlorine, pH, fluoride levels, and for turbidity (water clarity).  (MDE approves turbidity levels of .5; Harford County's level is .04, and has not reached .1 in the last two years.)  These tests are performed hourly.

In addition, 70 samples per month are taken from various areas of the County and tested for bacteria.  If any test is positive, a new sample is taken from the same area and re-tested.  Positive findings must be reported to the Maryland Department of the Environment, and the public would be notified through the media.  Harford County has never had a positive reading.

Q: Why do I have to pay for water and sewer service, when I'm already paying taxes?
A: All funds to support the Division of Water and Sewer are generated from hook-up fees and user fees (water and sewer bills), and not from tax revenues.  Only the users of water and sewer facilities provide revenue for construction and maintenance of those facilities.
Q: I'm moving to another home.   Where do I report a change of address, and who should I call to get the water turned on at my new residence?
A: These items are handled by the Water and Sewer Accounting Section at 410-638-3311.
