USE AND OCCUPANCY - GETTING READY FOR INSPECTION
Before Use and Occupancy
of all newly constructed and some renovated properties certain approval and permits must
be obtained from the County.
The Division of Water and Sewer has designed a system to monitor the
installation of water and sewer tie-in into County underground piping to verify that
Harford County specifications for these utilities are followed. After all building is
complete and the final grade and seeding (at lease five (5) feet around water and sewer
utilities) has been done, the builder/contractor must call Division of Water and Sewer
in Abingdon, 410-612-1612, to request an inspection for Use and
Occupancy.

According to the County's Rules and Regulations, the inspection is done within a
forty-eight (48) hour period.
The inspector looks at the sewer cleanout pipe; Is it straight? Is it dry and clean?
Are there any obstructions through the sweep? Does it have a metal cap and hub?
The inspector looks at the water curb box; Is it straight? and clean? There must be
easy access to insert the key to turn the valve off or on.
The inspector checks the meter yoke and fittings. The 3/4" conduit to house the
water meter wiring (to read the meter) should be installed from the water meter to the
outside front of the building or two (2) feet from the front wall on the side of the
building.
When the utilities meet Harford County Specifications, a water meter will be installed
and the remote reading wire run to the outside where an electronic reader will be
installed. Only at this time, when Harford County Specifications have been completed, will
the Use and Occupancy Permit be issued.
For the first inspection there is no charge. If the inspector makes a second visit,
there is a $19 charge. For additional inspections, the charge is $37.
