Voter Registration

REGISTRATION IN HARFORD COUNTY:  As a registered voter, you are eligible to vote in Federal, State and County elections.  Also, if you reside within the Town limits of Bel Air or the City limits of Aberdeen or Havre de Grace, your Harford County registration makes you eligible for your municipal election providing you are 18 years old by the date of the City/Town election.

Registration in Maryland is permanent as long as your name, address, and legal status are kept up-to-date with your local Election Office.

ELIGIBILITY:  You must meet the following qualifications to register to vote in Harford County:

  • Resident of Harford County
  • U.S. Citizen
  • At least 18 years old on or before the next General Election
  • Not under guardianship for a mental disability
  • Not convicted more than once of a disqualifying crime, nor under a sentence imposed due to conviction of an infamous crime.  (For clarification, inquire at the Election Office 410-638-3565 or e-mail us at elections@harfordcountymd.gov)

HOW TO REGISTER:  To register to vote you must complete a voter registration application.  You can obtain an application by one of the following methods:

BY MAIL: Request an application to register by calling the Election Office at 410-638-3565.

Pick up a Mail-In registration form at any U.S. Post Office, library or public school.

VOTER REGISTRATION DEADLINE:  You can register to vote year round, except  when the registration books are closed.  The registration deadline is 21 days before an election and the registration books reopen 11 days following.

If you live within the Town limits of Bel Air or the City limits of Aberdeen or Havre de Grace, the registration deadline is 21 days before the date of that municipality's election date.

    CHANGES TO YOUR REGISTRATION:   If you are already registered in Harford County, to assure that your voter registration remains current and active, you should keep the information on your record up to date. 

    WHEN CHANGES CAN BE MADE:

    PARTY AFFILIATION CHANGES - A registered voter may change their party affiliation any time the registration books are open, except 12 weeks before the date of a Primary Election.

    ADDRESS AND NAME CHANGES - A registered voter may change their address and/or name any time the registration books are open.

    HOW CHANGES CAN BE MADE:

    IN WRITING - You can make changes to your Harford County registration by putting the request in writting, along with your signature to Harford County Election Office; 133 Industry Lane, Forest Hill, Maryland 21050.   You may use the reverse side of your voters card to submit this information.

    THE MVA CONNECTION -   When you visit the MVA to make a change of name or address to your driver's license, your new information is shared with the Election Office.  With your signed approval, we will automatically update your registration record.

    AVAILABLE CHANGE FORM ON-LINE -  We have provided for your convenience a form you can use to type your changes on the screen then print and apply your signature.  Completed forms must be mailed to Harford County Election Office; 133 Industry Lane, Forest Hill, Maryland 21014.

    Voter Notification CardYOUR VOTER REGISTRATION CARD:  Once you submit a completed voter registration application or request a change, a voter's notification card will be mailed to you.  Along with your name and address, the card will list your party affiliation, the various districts by which you are represented, as well as the precinct number and voting location where you are assigned to vote.  YOU ARE NOT CONSIDERED REGISTERED UNTIL YOU RECEIVE YOUR VOTER'S NOTIFICATION CARD.

    Although you are not required to have your voter's card on election day we recommend you keep your voter's card handy for easy reference at election time.
