• CDBG - HOME REHABILITATION LOAN PROGRAM (HRLP):  Designated to help financially-qualified homeowners make necessary repairs to their homes. The loans are made available to homeowners who qualify through an application process that collects documentation to establish family size, ownership, income, and credit standing. Allowable repairs include, but are not limited to:  roofs, windows, doors, siding, electrical and plumbing upgrades, and heating/air conditioning units.

  NOTE:  The money is made available as a deferred-payment, zero-percent loan, and is dispensed by the Harford County Housing Agency.   The minimum loan is $1,000, and the maximum amount is $35,000.  Limited funding available.
  
  
• INDOOR PLUMBING PROGRAM (IPP):  Provide indoor plumbing in residential properties; can also be used for wells and septic systems.
  
  
• RESIDENTIAL LEAD ABATEMENT PROGRAM (RELAP):  Abate lead paint in residential buildings.
  
  
• GROUP HOME FINANCING PROGRAM (GHFP):  Assisting individuals, qualified limited partnerships, and nonprofit organizations to construct or modify acquired existing housing to serve as group homes for income-eligible persons and households with special housing needs.
  
  
• SPECIAL HOUSING OPPORTUNITIES PROGRAM (SHOP):  Assisting nonprofit organizations and local development agencies in constructing, acquiring, and/or modifying existing housing to provide shelter and service to individuals with special housing needs. 
  
  
• MARYLAND HOUSING REHABILITATION PROGRAM (MHRP) SINGLE-FAMILY:  Preserve and improve single-family properties and one-to-four unit rental properties, bringing them up to applicable building codes and standards.
