The Department of Human Resources was originally formed under Harford County Charter in
1972 as the Office of Personnel. In 1991, the name was changed by legislation to the
Department of Human Resources to more accurately reflect the duties and responsibilities
of the Department.
Our stated mission is to provide the means to recruit, select, develop, and retain a
highly effective, efficient, diverse and responsive workforce, and assist in providing for
the health, safety, and welfare of our employees and citizens.
In support of this mission, the Department is divided into five vital areas of
responisbility:
- Recruitment and Selection
- Employee Benefits
- Classification and Compensation
- Labor and Employee Relations
- Safety
Administration of the Personnel Code, formulation, and
administration of employment related policies and procedures and general employee
relations activities are also responsibilities of the Department.
