What We Do
The Department of Planning & Zoning is responsible for planning the physical development and growth of Harford County, including the preparation and revision of Master Plans and the preparation and revision from time to time of rules and regulations governing subdivisions. It is also responsible for the preparation, administration and enforcement of a Zoning Map and of zoning rules and regulations, which shall constitute a Zoning Code. All plans and maps and all rules and regulations relating to planning and zoning shall be approved by legislative act of the Council prior to their taking effect as law.
Bradley Killian is a Harford County resident, most recently employed as a planning supervisor in the Howard County Department of Planning and Zoning. While there, he designed, launched, or managed numerous projects and programs including the Route 40 Streetscape Master Plan, the Route 40 Design Manual and the Architect-on-Call program. Prior to joining the public sector, Mr. Killian worked for one of Delaware’s leading non-profit environmental and recreation advocacy organizations where he served as the Director of Projects and Executive Director during his four year tenure. He also served on the Delaware Governor’s Advisory Council on Walkability and Pedestrian Awareness and the Public Advisory Committee for the Wilmington Area Planning Council. Mr. Killian is a graduate of the University of Delaware (BA 1994) and Temple University (MA 2003).
