EMERGENCY SHELTER GRANT (ESG)

The Emergency Shelter Grant (ESG) program is designed to be the, first step in a continuum of assistance to prevent homelessness and enable homeless individuals and families to move towards independent living.

ESG is a homeless assistance program funded by the Department of Housing and Urban Development's (HUD) Office of Special Needs Assistance Programs.  In Harford County, ESG funds are used to help fund programs already in existence, working with homeless persons, and those at-risk of homelessness.

The objectives of the ESG program are:

1.       To increase the number and quality of emergency shelters and transitional housing facilities for homeless individuals and families,

2.       To operate these facilities and provide essential social services, to help prevent homelessness.

In Maryland, the Department of Housing and Community Development  (DHCD) receives federal funding through HUD.

DHCD awards ESG funds annually under a competitive application process.

  • Applicants eligible to submit to DHCD are restricted solely to units of local government.
  • The local government may distribute all or part of its grant award to eligible nonprofit recipients designated in the local government's ESG application.

The ESG Program allocates funds to eligible jurisdictions for:

  • Rehabilitation or conversion of buildings into homeless shelters;
  • Shelter or Transitional Housing operating expenses;
  • Essential services;
  • Homeless prevention activities.

Harford County through the Division of Community Development's Transitional Services requests application proposals from eligible non-profits 501 (c)(3) that currently work with homeless clients, or homelessness prevention activities.

  • Eligible applicants must be involved in the Harford Roundtable, the county's Continuum of Care outlined in the County's Consolidated Plan to HUD.

Return to Top EXAMPLES OF ORGANIZATIONS FUNDED:
 
  1. Anna's House/Catholic Charities is an organization that runs transitional housing for women and children, and permanent housing for people with disabilities
  2. Department of Social Services works with the homeless in the county to give emergency shelter.
  3. Holy Family House is an organization that provides transitional housing for families with children, and permanent housing for families with disabilities.
  4. Harford Community Action Agency is an organization working to help people avoid homelessness through eviction prevention and utility assistance

  • The local government may distribute all or part of its grant award to eligible nonprofit recipients designated in the local government's ESG application.

The ESG Program allocates funds to eligible jurisdictions for:

  • Rehabilitation or conversion of buildings into homeless shelters;
  • Shelter or Transitional Housing operating expenses;

  • Homeless prevention activities.
