The Emergency and Transitional Housing and Services (ETHS) Program provides State funding for emergency and transitional shelters for people who are homeless. The ETHS Program funds shelter beds and support services such as limited rent assistance, food, transportation, and case management. ETHS, is administered locally with significant involvement of local homelessness agencies in our county. The successful interaction of local and State groups demonstrate that partnerships are an essential element of this program. In Harford County, a group of human service providers offer a variety of services to assist a person in moving from homelessness to self-sufficiency. - The human service providers are organized through the "Harford Roundtable." They work to identify and remedy many of the obstacles facing homeless persons and those at risk of homelessness.
The Harford Roundtable is involved in providing outreach efforts to persons in our community living outside, through the County's Freezing and Inclement Weather Plan. - This plan describes specific procedures and details the resources available to people in our county who are homeless.
- Each year the plans are updated and submitted to the Maryland Department of Human Resource's Office of Transitional Services.

The Maryland Department of Human Resources' (DHR) Department of Transitional Services requests all Local Administering Agency (LAA) to submit, an application for funding. - The local LAA is the Harford County Department of Community Services', Division of Community Development.
- Applications are due in the Spring, once every 3 years.
- The LAA issues a formal Request for Proposal to solicit proposals for funding to eligible applicants in our community.
- An eligible applicants must be a 501 (c) (3), nonprofit organization or agency involved in either offering transitional or emergency housing to homeless persons, or homelessness prevention services to people at risk of homelessness.
- Eligible applicants must be actively involved in the Harford Roundtable, the homeless continuum for the county.
