Harford County's Consolidated Annual Performance and Evaluation Report (CAPER) is a review of program performance and accomplishments by the county in the use of its U.S. Department of Housing and Urban Development (HUD) housing and community development entitlement funds. - The report discusses the how the county used it's entitlement funds during the previous fiscal year. A fiscal year runs July 1st through June 30th each year.
- Program performance and accomplishments are based on the goals and objectives stated in Harford County's five year Consolidated Plan.
The report also provides Harford County citizens, community groups, and stakeholders an opportunity to review and comment on the activities and progress Harford County has undertaken during the last year in reaching it's housing, and community development goals, including, but not limited to: - Affordable housing
- Fair housing
- Homelessness
- Special needs population
- Community infrastructure
The Public Comment Period occurs for one month, at various meetings throughout the county, prior to submission to HUD. The submission occurs each year in the Fall. Public comment meetings and times are made available on this website and in the local paper, a minimum of two weeks prior to the first public meeting.

These file types are graphical formats supported by most graphical web browsers. In most instances, no additional software or configuration is required.
ASCII (American Standard Code for Information Interchange) (TXT)
ASCII files are created using standard binary character combinations. The files are commonly called text files. The text file viewer in your web browser loads ASCII files, and no special configuration is required.
