ATTORNEY CHARGED IN THEFT SCHEME
Harold J. Tulley, age 67, an attorney with an office in Bel Air was indicted by a Harford County Grand Jury on October 16, 2007 on 20 counts ranging from Conspiracy to Commit Theft to being an Accessory after the Fact. Tulley's co-defendant, Michael Phillip Luby, was indicted in March 2007 and remained a fugitive until his arrest and extradition from
Vermont in August 2007. The indictment reveals that Tulley assisted Luby in the theft of over $1.6 million that friends and clients of Tulley had lent the two in an elaborate scheme that involved property in Maryland and Virginia. Tulley surrendered to Harford County Sheriff's deputies and was released on a $50,000 corporate bond.
