DEVELOPMENTAL HISTORY:

The Harford County Cancer & Tobacco Community Coalition was formed to serve as the planning and advisory board of the Cigarette Restitution Fund (CRF) programming in Harford County. The over 70 members of the coalition work within two sections, Cancer and Tobacco.

The Coalition is responsible for developing the plans for the allocation of cancer and tobacco CRF monies and submitting those plans to the Health Officer for approval. When completed, the plans are submitted to the Department of Health and Mental Hygiene for review and approval. The Coalition is also responsible for evaluating the effectiveness of CRF funded programs in the county, and assisting in the implementation of some components of the cancer and tobacco programs.

CANCER COALITION:

The Cancer Coalition consists of 35 community members working together towards a common goal of reducing cancer mortality and promoting early screening for cancer detection. To learn more about the coalition or to join, please contact the Office of Cancer Prevention Services at 443.643.0350.

Coalition Coordinator: Is responsible for maintaining and recruiting coalition members. Promotes, organizes and conducts coalition activities. Schedules and organizes coalition meetings to update members regarding program activities.

Coalition Secretary: Provides secretarial and administrative support to Coalition Coordinator and act as a liaison with coalition members. Records minutes of meetings, distributes communications among members and maintains a cancer coalition database.

CANCER PROGRAM:

The Colorectal Cancer Screening Program is located at the Harford County Health Department's Office of Cancer Prevention Services. This program provides residents of Harford County screening and treatment for colorectal cancer if they meet the program guidelines.

The program also provides education to community groups, worksites, senior centers, churches, schools and other organizations throughout Harford County on colorectal cancer, skin cancer, breast cancer, cervical cancer, prostate cancer and oral cancer. Program Supervisor: Manages all aspects of the Office of Cancer Prevention Services, including writing the Cigarette Restitution Fund Cancer plan and grants, overseeing the budget for the cancer coalition and the cancer program. Maintaining provider contacts and provides supervision of case management, client services, patient follow-up and education.

Nurse Case Manager: Provides case management services, education and resource information to clients in the colorectal cancer screening program. Maintains client database.

Health Educator: Promotes and provides outreach services regarding the colorectal cancer screening program to residents of Harford County. Also provides educational services and information to community organizations on the targeted cancers.

Outreach Worker: Distributes information to community organizations within Harford County. Attends health fairs and other community events.

Program Secretary: Supports the efforts of the cancer program with clerical and administrative duties.

TOBACCO PROGRAM:

Cessation and Minority Outreach Specialist: Conducts county wide tobacco cessation classes and provides outreach to providers, pregnant women, and minority and faith-based communities. Supports tobacco use prevention efforts within the greater Harford County Community.

School Tobacco Programs Specialist: Provides tobacco education and cessation services to the students, staff and faculty of the Harford County Public School System. This Health Department employee will be assigned full time to the school system during the school year.

Enforcement Case Manager: Coordinates Vendor Compliance Checks of Harford County tobacco vendors.  Provides training and education for local law enforcement, youth volunteers and tobacco vendors.  Conducts the Youth Tobacco Education Program for Harford County youth who have received tobacco citations.  Coordinates the Airy Award Program for Harford County restaurants that are 100% smoke-free.

Coalition Secretary: Provides support to the Coalition Coordinator and maintains communication with coalition members.  Coordinates all mailings, records minutes, maintains a tobacco coalition database. 

Minority Outreach and Cessation Specialist:  Conducts county wide smoking cessation classes and provides outreach to providers, pregnant women, and minority and faith-based communities.

Health Education Intern: Supports the work of the tobacco program by performing database management, conducting tobacco cessation classes, supporting media relations campaigns, and their services as needed.
