The Harford County Zoning Code has undergone the first substantial re-write in 25 years.
WORKGROUP:
A Workgroup was appointed by Harford County Executive David R. Craig, and the Harford County Council. Members of the Workgroup  represent various citizen groups and industries within Harford County.
WORKGROUP MEETINGS:

Geosyntec Consultants was selected to facilitate the process.
The Workgroup, with assistance from the Department of Planning and Zoning and Geosyntec Consultants, held 19 meetings between June 2007 and April 2008.
Members presented concerns and recommendations during this process. Links to meeting summaries are found on the right side of this page.
SUMMARY REPORT:
A Summary Report was prepared by Geosyntec Consultants, incorporating the history of the Zoning Code update and Land Use Element Plan Strategies; the Workgroup process; the results of each Workgroup meeting; and next steps. Click to view the Summary Report  .
PUBLIC PARTICIPATION WORKSHOPS:
Public participation workshops were held on June 25, June 26, and July 10, 2008, to provide information to the public and to accept comments on theDraft Zoning Code. The workshops featured a series of stations where staff was available to answer questions about the proposed changes to the Code. Comments were accepted thru July 14, 2008.

LEGISLATION and COUNTY COUNCIL PUBLIC HEARINGS:
All comments and recommendations on the draft Zoning Code and draft Subdivision Regulations were reviewed by the Department of Planning and Zoning. The documents were placed in legislative format and were introduced to the County Council on August 19, 2008 as Bill 08-44 (Zoning Code) and Bill 08-45 (Subdivision Regulations).
The Harford County Council conducted public hearings on September 16, 2008 and September 23, 2008. Amendments were introduced and voted upon on October 14 and October 21, 2008. Bill 08-44, As Amended (Zoning Code) and Bill 08-45, As Amended (Subdivision Regulations) , were voted on and passed on October 21, 2008. Both bills become effective December 22, 2008.
