HWDC Disposal Fees and Information


Driver's license required

All drivers of cars, vans, pick-ups, and trailers must present a valid Maryland driver’s license with a current Harford County address.

Unload before 3 p.m.

Vehicles entering the landfill between 2:45 and 3 p.m., that cannot unload and exit the landfill by 3 p.m., will be asked to return on another day at an earlier time to dispose of their solid waste. Any vehicle required to use the scales will also be asked to return another day if arriving after 2:45 p.m.

Harford County accepts cash and credit cards for residential transactions for solid waste disposal and bulk sales of mulch and compost. Sorry, checks and debit cards are not accepted.

Loads Required to Use the Scales

Any vehicle not meeting the criteria in the table below will be required to complete a waiver, and if approved, will then cross the scales and be charged $117 per ton for material disposed. After dumping, the vehicle shall cross back over the scales and be weighed again, at which time the customer will pay the prorated per ton tipping fee. The minimum charge for scale transactions is $11. 

No Charge Items

Please note that if a load contains only household recyclables or other "no charge" items, then there is no charge. If a load contains items considered to be trash (examples include household trash, construction and demolition debris, furniture, mattresses, and CRT monitors and televisions), then the customer will be charged the fee by vehicle type as outlined in the table below. If the load contains tires or freon containing appliances, then those individual fees will apply.

Tires

Residential customers only (up to 5 five tires) - NO COMMERCIAL. Tire disposal will be charged in accordance with the table below. Residential customers who need to deliver more than five tires may request a waiver to deliver them. If a waiver is granted, the customer shall obtain a temporary Scrap Tire Hauler license from MDE to legally dispose of tires through our facility. Building and Construction Materials

To conserve costly landfill space at the Harford Waste Disposal Center, disposal of building and demolition materials, which typically should be disposed of at a rubble landfill, is limited to residential self-hauling customers only (i.e. material that a homeowner hauls themselves from work they are doing on the house where they live and that they own). Commercial establishments, businesses, landlords, contractors, handymen, etc. may not dispose of building and demolition material at the Harford Waste Disposal Center and will be directed to dispose of their building and demolition material at a privately-owned rubble landfill in the region. 
 
Residential customers who need to deliver more than six loads per month or need to deliver materials in a vehicle other than a privately owned passenger car, SUV, pick-up truck, passenger van, or single axle trailer may request a waiver.

Cars and trucks towing a trailer will be required to pay the vehicle fee and trailer fee. For example, a pick-up truck with material that is towing a trailer with additional material will be charged $11 for the pick-up truck and $11 for the trailer for a total of $22.

*Passenger vans are any van intended to carry passengers with windows on the sides to the rear of the driver and passenger areas.

**Please note some appliances, due to the amount of non-metal components, may not be considered recyclable. In those cases, the disposal fee will apply.

***Harford County residents may self-load up to three 30-gallon containers/bags of mulch or compost at no charge. Please bring your own shovels or pitch forks.
