ABOUT THE PROGRAM
Harford County Government is reorganizing how it distributes its tourism dollars – generated through the county’s hotel lodging fee – in an overall effort to increase the number of overnight stays in local hotels by creating more extended or weekend-long events.
Harford County will begin offering funds to entities that promote visits lasting longer than a day, rather than providing tourism grant money to individual tourism-related organizations, as it has in the past, without regard for the impact those grants have on hotel stays.
An overnight visitor to Harford County spends an average of $1,200 per visit, whereas a day-tripper only spends about $98 per visit, according to the Maryland Office of Tourism. The average stay in the county is 1.8 days. Increasing the number of overnight stays will increase the amount of tourism funding available to distribute to promote more events and in turn generate more overnight visits.
Through the Partnership Fund, Harford County is providing grants collectively, totaling $550,000, to encourage multiple non-profit tourism groups to work together to plan large-scale joint or extended events that will draw visitors overnight, or even longer, and not just for the day.
“Increasing overnight stays in Harford County is a key component to leveraging tourism to support Harford’s economy and small businesses,” Harford County Executive Bob Cassilly said. “We want our many local tourism organizations to work together to create top-notch events that will bring people to our county from all over the region.”
To obtain Partnership Fund money, the lead organization of this new event or program must submit the application; partner tourism groups will provide supporting documentation to show their joint commitment to the endeavor. The application should also include a joint budget to show how the event will encourage overnight visits.
In an effort to help tourism-related organizations make strides toward qualifying for Partnership Fund money, the county will provide temporary grants, through the Harford Strides Fund, for up to two consecutive years. Groups receiving these grants must show how they will sustain themselves with other outside funding within three years and how they attract visitors from beyond Harford’s borders. The Strides fund has $220,000 available.
The grants are only available to Harford tourism-related 501(c)3 and 501(c)6 organizations and will be awarded by the county executive after the applications are reviewed and recommended by the Tourism Activity Review Committee. Any group who applies for Strides funding is ineligible for Partnership Fund dollars.

No, non-profits MUST be in good standing with the State of Maryland at the time of application. - Will I be allowed an extension while addressing my Good Standing with the State of Maryland?
No, no extensions will be given. Be sure to check your Good Standing as soon as possible to allow for enough time to address any issues. - I see that there are questions regarding business certifications (minority-owned, woman-owned, etc.) on the Procurement documents. Will Nonprofits with these certifications receive preference for a grant through either the Partnership Fund or the Harford Strides Fund? Am I required to fill out this information?
No, there will be no preference given with either program. Demographic information on the procurement documents is optional to include. - What items are ineligible to use for funding?
Property Acquisition, Capital Building Projects, Retirement or the reduction of debt and equipment such as computers, copiers, etc., that would be used for daily office functions. - My non-profit already has a multi-day event. Do we still need to partner with another organization?
Yes, partnerships are required to receive funding. - My non-profit is not event-driven, how can we qualify?
Non-profits must partner with at least one other non-profit in a way that would prompt overnight hotel stays. The best way to drive this is through events, though we encourage non-profits to get creative with their partnerships. If an idea can prove to drive up overnight stays in Harford County, it will be given credence. - Why the change away from the old program? Why would we need to partner?
This decision came after a lengthy discussion with the task force: the Partnership Fund is the solution to ensure the future sustainability of a tourism funding program in Harford County. Because all tourism funds are generated from hotel tax revenue, overnight stays are necessary to secure the current program and grow future tourism funding opportunities. - Does it matter where these overnight stays happen?
Harford County works with its hospitality industry for data-driven results. We can only measure overnight stays if someone stays at a hotel in Harford County. - Are awardees supposed to report on hotel stays or just visitor data from the event?
In the tourism funding application, a strategy for driving overnight hotel stays must be outlined for the nonprofit partners to be eligible. Non-profits will be required to report quarterly on the visitor data that was outlined in their application’s strategy. - How will the funding be distributed between partners?
Every application will have a lead applicant and a partner applicant. If approved, the lead applicant will receive the entirety of the funding and will be responsible for distributing funds to the partner applicant based on the agreement outlined in the application. - What is the role of Visit Harford?
Visit Harford is the sole Destination Marketing Organization (DMO) for Harford County, and is funded through a different mechanism. Because they’re funded differently and because their scope is marketing the whole county as a tourism destination, Visit Harford cannot be a partner for these funds. - Would taking two separate events that were ineligible on their own to combine to make a multi-day event be eligible?
Yes, if you can justify how the two are connected by creating something a programmatic theme: You must demonstrate how you’re driving overnight stays by getting visitors to want to be at both events or programs. - Is the fund flexible if you have more applicants for one program over the other?
No, each fund has a set funding amount. - When can we start using the funds for event planning?
Your MOU/Contract would begin July 1, 2023. Funds must be used for intended purposes by June 30, 2024. - Could we tie to something like the Ripken Experience or another private entity?
You can include this in your narrative where you outline your strategy to drive overnight stays and/or receive letters of support from them, but private entities are not eligible funding partners. - Why are you prioritizing tourism-driven non-profits over the arts?
The Tourism Funding Program was created to provide supplemental funds to non-profits that drive tourism in Harford County, as intended by the code written in the County charter with regards to the newly implemented hotel tax. The revitalized program brings the focus back to the legal requirement that funds go to tourism-related activities. Any non-profit that can justify a strategic plan to drive tourism through partnership with another non-profit is eligible for funding. - How do you determine a lead applicant?
The partner organizations are the ones who put forth their choice as the lead applicant. Justification can be made in the application’s narrative. - What can we use the funding for?
Partnership – must be used for direct costs associated with an event or program that drives overnight hotel stays in Harford County.
Strides – can be used for any sustaining operational support (personnel, rent, etc). - Do any other counties have a program like this?
As far as we know, Harford County is the first program to drive partnerships as the basis for a tourism funding program. - Did the taskforce talk about the impact this change would have on non-profits?
Yes, the change from the previous funding model to the new funding model through the Partnership Fund is more consistent with the requirements in the county charter: the Strides Fund is set to address challenges posed by non-profits whose operational budgets were constrained by the shift. - We have other professionals who will assemble aspects of our application. Will we need to retype it into eCivis or can it be attached to the application?
Everything needs to be typed into the eCivis application portal. Any supplemental documentation can be attached to the application where necessary. - Can we partner with an organization based outside Harford County?
No, only Harford County non-profits may qualify. - Can we use an existing partnership program to apply for this funding?
If the other non-profits in the partnership and the program itself meet eligibility, it can qualify for funding. - Is there a plan in place to determine which projects are actually driving those hotel stays?
Zip code data is obtainable for hotel stays. Also, we will have a calendar of tourism-related funding events and opportunities. When data is pulled for overnight hotel stays, we can cross-reference increases in stays with the event calendar. - If you cannot apply for Strides and Partnership Funds in the same year, can you move to applying for the Partnership Fund the following year?
Yes. - Can the same Harford County tourism-related nonprofit be a partner for multiple applications for the Partnership Fund?
Not as the lead. An organization can only apply as the lad organization on one Partnership Fund application. - Do applicants ask for the amount they want, or is it determined by the committee?
Applicants request a specific amount on the application based on the budget they submit, but the final amount of the award granted to the applicant is recommended by the review committee and is at the discretion of the County Executive. - What is meant by ‘Direct Cost’ on the budget widget on the eCivis grants portal?
The Direct Cost are the costs that will be paid directly with awarded funds from the Harford County tourism grant and should equal the requested amount on your application. All budget line items should add together to equal the total of your requested amount for the grant. Additional costs associated with the program/event should be placed under shared costs. - Will there be a tourism funding program focused on supporting nonprofits that only bring in day-trippers?
Not at this time. This grant is funded through hotel tax revenue: this program aims to reinvest back into the community by driving overnight hotel stays, thereby strengthening and growing the grant for future opportunities. - Is the Strides Fund more geared for newer nonprofits?
No. The Strides Fund is meant as a temporary fund for any nonprofit organization that can verify without this County funding contribution, their operations would be unsustainable. - How many partners is the portal set up to submit information for on the Partnership Fund application?
In the narrative sections of the application, as many nonprofits as necessary can be included. The portal can accept uploads for documentation on up to three nonprofit organizations. The focus of the program is promoting overnight hotel stays in Harford County. If you can verify a strategic approach to how these events will encourage overnight stays, this would be considered for an application. - Are Harford County hotels having issues with lack of hotel stays?
Hotels form a baseline for tourism activity in the county: success in the hospitality industry has the potential to grow this program in future years. Hotels are busiest at specific times of the year and on weekends. As long as you are not receiving financial benefits from the Partnership Fund application and you are not the lead applicant on that application, you would still be eligible for a grant through the Strides Fund.
What constitutes a partner organization?
A partner could signify another tourism-related organization assisting with event/program operations, offering space or a venue, providing volunteers, or myriad other options. A partner organization could also hold their own individual event and, combined with the lead applicant’s event/program, those two or more organizations could work together for one overarching program or event over an extended period of time. The meaning of partner is determined on an individual basis.We use a calendar year format rather than a fiscal year format - how should we provide documentation?Documentation can be provided in a January-December format, or in any format used by your organization.
How will Harford County conduct a broader review process to gauge how the new programs affect overnight hotel stays?
The county will work with Visit Harford, Inc. to obtain hotel room data from Zartico on a consistent basis.

Visit Harford is Harford County, Maryland’s official destination marketing organization.
