Please be advised that the Harford County Housing Agency closed its Housing Choice Voucher (HCV) Program waiting list March 1, 2023. 

This decision was made because of the large number of applications dating back several years and the length of time that a new applicant would have to wait to receive assistance. All active applicants on the waiting list on March 1, 2023, will continue to be processed accordingly. The waiting list will reopen when there is a reasonable number of applications remaining, and where the wait time is estimated to be less than two years. When the waiting list is reopened, the Harford County Housing Agency will give public notice by posting a notice on our website: www.harfordhousing.org and by publishing the relevant information in the Aegis.

About the program 

The Housing Choice Voucher Program, formerly known as “Section 8” is a federally funded program that subsidizes rents for eligible participants who rent units in the private market. It is designed to assist very low-income families, the elderly and the disabled to rent decent, safe and sanitary housing. A housing subsidy is paid directly to the landlord on behalf of a participating family. 

Appointments are required to speak with a program analyst. The office will be open from 8:00 am-5:00 to drop off documents. No walk-ins will be seen.

For those on the waiting list

Keep your address current! If you are on the HCV Waiting List, and there has been a change in your contact information, you must submit the Address Change Request.
Failure to provide your current contact information may result in your name being removed from the waiting list.

Administrative Plan 

The Administrative Plan (pursuant to 982.54) covers both admission and continued participation policies for the program and will be used by Housing & Community Development. A copy of this plan has been submitted to the Department of Housing and Urban Development (HUD).
