COVID-19 Operational Status and Procedures

Effective March 18, 2020, the following procedures have been implemented to slow the spread of the COVID-19 coronavirus:

Development Review

The Department is not presently hosting in-person appointments or walk-ins. Any and all documents submitted for review by the department, including Preliminary Plans, Site Plans, and Record Plats, should be dropped off in the marked bin in the lobby of 220 S. Main Street in Bel Air. Please call (410-638-3103) or email (developmentreview@harfordcountymd.gov ) to arrange a drop-off time; staff will be in contact to confirm receipt and provide further instruction as needed. Documents may be submitted electronically to developmentreview@harfordcountymd.gov. Please call 410-638-3103 for additional information.

Meetings of the Development Advisory Committee (DAC) are being conducted virtually.  

Board of Appeals

Pre-application meetings will be held via phone or video conferencing.  Applications may be dropped off in the marked bin in the lobby of 220 S. Main Street in Bel Air or mailed to the Department.  Staff will contact applicants to provide further instruction as needed.  Please contact Dave Culver for additional information at dculver@harfordcountymd.gov or 410-638-3227.

Building Permits

The Harford County Permit Center at 220 S. Main Street is closed to the public. The only applications accepted through the ePermit Center at this time are roof mounted solar panels. You must have an account set up through the ePermit Center to process these applications. Please note that ground mounted solar panels cannot be applied for through the ePermit center. Online transactions through the ePermit Center are strongly encouraged: https://epermitcenter.harfordcountymd.gov/energov_prod/selfservice#/home.  

For all applications there are two ways to apply. Permit applications may be submitted via a drop box in the lobby of County Administration building located at 220 S. Main St. in Bel Air, MD. Staff will contact applicants with a tracking number and next steps.  Alternatively, applicants can submit a completed application and all accompanying documents via email at building@harfordcountymd.gov. We strongly encourage electronic submission during emergency events.

Public Meetings and Hearings

In order to conform with social distancing protocols and to be in compliance with the Open Meetings Act, beginning April 1, 2020 and until further notice, all public meeting will be held virtually online.  See below for dates and instructions on how to participate.
