Telework & Online Sales Relief Grant Program

The Program  
Harford County will provide a $1,000 grant to twenty-one (21) businesses to assist with the costs associated with setting up an online sales framework and in offering employees telework opportunities, prioritizing applicants that have not received previous COVID-19 grants or loans. 

The funds are provided locally from the State of Maryland through the RELIEF Act. Due to state program requirements, priority funding will be awarded to businesses that have not received prior COVID-19 related assistance funding. Thus, the program will be opened in two segments: 

June 1 – Applications will be accepted for businesses that have not yet received COVID-19-related assistance funding from the state of Maryland or Harford County. 

June 7 – Applications will be accepted for all other eligible businesses, if all funds have not yet been exhausted. 

Applicants should thoroughly review the eligibility and application process below and read the Frequently Asked Questions as applications will be processed on a first-come, first-served basis. Harford County is committed to timely review and processing to ensure award recipients can apply this resource to the successful continuation of operations.

Grant Terms
Harford County will provide a grant award to an eligible Harford County business to assist in setting up an online sales framework and in offering employees telework opportunities. 

Use of Funds  
Funds are to be used for expenses incurred to establish or expand online sales and/or telework during COVID-19 (after March 1, 2020). Examples are (but not limited to): 

  • Expansion to e-commerce platform 
  • Website development 
  • Laptops or other remote work capabilities 
  • Hardware and software costs   

Eligibility
To qualify, a business must:  

  • Have been established prior to March 9, 2020;  
  • Be registered and in good standing with the state of Maryland and Harford County;  
  • Currently be in operation;   
  • Have a physical location within Harford County; and  
  • Have no more than 20 total employees, excluding the owner. 

Please note: Applicants that have not yet received a COVID-19 Business Relief Grant or Loan will be prioritized over applicants that already received a COVID-19 Business Relief Grant or Loan from the Maryland Department of Commerce or from Harford County. 

Required Supporting Documentation
(ALL FORMS ARE FILLABLE – Please download and type directly into the fillable fields before printing out for your legal INKED signature. Applicant must submit the documents provided – no substitutes allowed)

  • Fully-completed (typed) application (handwritten applications will not be accepted EXCEPT where a legal inked signature is required); 
  • Completed W9 form;   
  • Completed Direct Deposit Form. The Direct Deposit Form is also known as the Electronic Funds Transfer (EFT) Form. 

Please note: The subject line of your email submission MUST contain your business name.  


To Apply
Submit COMPLETE AND ACCURATE application to 
CARESgrantinformation@harfordcountymd.gov with all required supporting documentation via email. It is imperative that all applicants ensure the accuracy of their legal name and address when completing and signing their application, W9, and Direct Deposit/EFT forms. As this is a competitive program, failure to submit a complete and accurate application may preclude you from being awarded grant funds. 

Ways Your Application Can Fail

  • Failure to submit a complete and accurate application
  • Failure to submit application corrections before the deadline
  • Application is handwritten, i.e. not electronic and typed except where legal inked signatures are required
  • Application is attempted before June 1 at 8:00 a.m.
  • Application email does not have your organization name as its subject line

DO NOT SUBMIT APPLICATIONS MORE THAN ONCE – Applicants will receive an email notification confirming their submission.  

Harford County will ONLY ACCEPT ELECTRONIC, TYPED SUBMISSIONS except for a legal, inked signature where required, beginning:

  • June 1 at 8:00 a.m. for any business that has not received prior COVID-19 related funding through the state of Maryland or Harford County; OR 
  • June 7 at 8:00 a.m. for all other eligible businesses , if all funds have not yet been exhausted. 

Any attempted email submission prior to June 1 at 8:00 a.m. will not be held in a queue and must be resubmitted for consideration. If your business has received prior COVID-19 related assistance funding and you attempt to apply prior to June 7 at 8:00 a.m., your place in the queue will not be held and you must resubmit your application package after June 7 at 8:00 a.m.  All forms have been made fillable for convenience. No handwritten forms will be accepted. Please label your email subject line with the business legal name to ensure expediency.

Review
Applicants will receive email notifications confirming receipt of their application. If an incomplete application is received, the applicant will be notified of the issue and asked to resubmit. However, the applicant’s place in the queue will not be saved.
