The Program 

Harford County will provide a grant to eligible businesses or nonprofit organizations to assist in the set up or expansion of an online sales framework and/or offering employees telework opportunities or reimbursement thereof. The grant program will prioritize applicants that (a) have not received previous COVID-19-related grants or loans from the Maryland Department of Commerce, the Maryland Department of Labor, and/or Harford County; and (b) do not have more than 20 employees, including part-time employees, but excluding the owner. The funds are provided locally from the State of Maryland Department of Commerce. The final amount of the grant award will be determined by the total number of applicants. 

Applicants should thoroughly review the eligibility and application process below and read the Frequently Asked Questions as applications will be processed on a first-come, first-served basis. Harford County is committed to timely review and processing to ensure award recipients can apply this resource to the successful continuation of operations.

Grant Terms

Harford County will provide a grant award to an eligible Harford County business or nonprofit organization to assist in setting up or expanding an online sales framework and/or offering employees telework opportunities.

Use of Funds  

Funds are to be used for expenses incurred to establish or expand online sales and/or telework during COVID-19 (after March 2020). Examples are (but not limited to):  

  • Expansion to e-commerce platform 
  • Website development 
  • Hardware or software costs
  • Home office equipment for remote work capability (i.e., cell phones, laptops, printers, etc.)

Note: Funds cannot be used to pay the wages of teleworking employees.

Eligibility  

To qualify, a business/organization must:  

  • Have been established prior to March 9, 2020; 
  • Be registered and in good standing with the state of Maryland and Harford County;  
  • Currently be in operation; and
  • Have a physical location within Harford County.

Required Supporting Documentation  

(ALL FORMS ARE FILLABLE – Please download and type directly into the fillable fields before printing out for your legal INKED signature. Applicant must submit the documents provided – no substitutes allowed).

  • Fully-completed (typed) application (handwritten applications will not be accepted EXCEPT where a legal inked signature is required); 
  • Completed W9 form;   
  • Completed Direct Deposit Form. The Direct Deposit Form is also known as the Electronic Funds Transfer (EFT) Form. 

Please note: The subject line of your email submission must contain your business or organization name.  

To Apply   

Submit COMPLETE AND ACCURATE application with all required supporting documentation via email to CARESgrantinformation@harfordcountymd.gov with your business name as the email subject line. It is imperative that all applicants ensure the accuracy of their legal name and address when completing and signing their application, W9, and Direct Deposit/EFT forms. 

Failure to submit a complete and accurate application may preclude you from being awarded grant funds. 

DO NOT SUBMIT APPLICATIONS MORE THAN ONCE – Applicants will receive an email notification confirming their submission.  

Harford County will ONLY ACCEPT ELECTRONIC, TYPED SUBMISSIONS with the exception of a legal, inked signature where required, beginning Wednesday, September 8, 2021 at 8:00 a.m. Any attempted email submission prior to September 8 at 8:00 a.m. will not be held in a queue and must be resubmitted for consideration

All forms have been made fillable for convenience. No handwritten forms will be accepted. Please label your email subject line with the business legal name to ensure expediency. 

Review  

Applicants will receive email notifications confirming receipt of their application. If an incomplete application is received, the applicant will be notified of the issue and asked to resubmit.
