Within the CAPER, Harford County documents accomplishments and compliance with the following federal U.S. Department of Housing and Urban Development (HUD) programs: Community Development Block Grant Program and Home Investment Partnership Program. It also reports outcomes for funds received through the State of Maryland that address issues of homelessness.
Consolidated Plan
The purpose of this collaboration is to identify goals and objectives to coordinate a response to the challenges our rapidly changing county will encounter over the next three years.
The Consolidated Plan outlines Harford County's strategy for using local, state, and federal resources, as well as funds from Community Development Block Grant Program, the HOME Investment Partnerships Program, and the Emergency Shelter Grant Program, to create decent housing, expand economic opportunity, and ensure a suitable living environment for low- to moderate-income persons and communities.
The Consolidated Plan is a result of a collaborative effort that features input from a variety of stakeholders, including participants from low- to moderate-income communities, community groups, non-profit organizations, government agencies, and business associations. The purpose of this collaboration is to identify goals and objectives to coordinate a response to the challenges our rapidly changing county will encounter over the next three years.
Annual Action Plan
The Harford County Annual Action Plan describes how the county will use federal, state, and local funds to address the housing and community development needs of the low- to moderate-income in the community during each fiscal year.
