Special Exception and variance, proposed for the Third Election District, 3021 Churchville Road, Churchville, by KENT, KEVIN, CHARLES & SANDRA FERRELL (Contract Purchaser:  ONE ENERGY DEVELOPMENT, LLC).     Appealed because a special exception, pursuant to Section 267-88I(4)  of the Harford County Code, to allow for the placement and operation of a Community Solar Energy Generating System and a variance from Section 267-88I(4)(j) Type C buffer in the B3 General Business District, requires approval by the Board of Appeals.
