All requests for documents from the Department of Inspections, Licenses and Permits (DILP) regarding Code violations or permits documents (plans, inspections, correspondence, etc.) must be made by completing and submitting the form below. Upon receiving a request, the Department will review its files which date back to 1988, and provide responsive documents for review or, upon request, will provide copies of permit documentation or certificates of occupancy for the address(es) requested upon payment of the applicable fees described below. All record requests are processed in the order in which they are received. If a request is denied, the reason for denial will be provided to the applicant within 15 days. Documents that can be provided for review will be made available within 30 days of application.

If you are requesting a building permit for a structure that is located within the incorporated town limits of Bel Air, Aberdeen or Havre de Grace, you must contact the appropriate municipality. Harford County Government does not maintain building permit records for the municipalities, but does maintain the permit records for the municipalities for plumbing, electric and HVAC.

Be advised that a DILP record review is not a comprehensive review of all Harford County documents and as such may not include violations of Harford County Code sections that are not administered by DILP. Additionally Harford County will not conduct an onsite inspection or evaluation of the current condition of the property and, therefore, cannot confirm that the property is in compliance with applicable codes, rules or regulations either of this Department or any other Department or Agency that may have jurisdiction over the property.

Schedule of fees:

  • $10.00 per copy for Certificates of Occupancy
  • $0.25 per page for letter or legal-sized copies
  • $1.00 per page for color copies
  • $2.00 per sheet for oversized copies
  • $60.00 / hour personnel time charged in quarter hour increments (no charge for first 2 hours).
