Restoration plans

Harford County has developed watershed restoration plans that will improve the water quality within streams the State of Maryland has determined to be impaired. The plans include potential projects and cost estimates and proposed schedules.

The plans were developed in accordance with the county’s National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) permit Part IV E2 which states “...Harford County shall submit to MDE [Maryland Department of Environment] for approval a restoration plan for each stormwater WLA [waste load allocation] approved by EPA [Environmental Protection Agency]." The county’s NPDES MS4 permit also requires a 30-day comment period before finalizing watershed restoration plans.
