The Code of Ethics for Harford County provides for the establishment of a five-member board to administer the code.

Description

Members of the board, which administers the Code of Ethics for county government, shall be appointed by the county executive and confirmed by the council. All board members will serve a four-year term and not more than three members of the board shall be members of the same political party.

Complaint process

 A complaint alleging a violation of the Ethics Code must be filed in accordance with HCC § 23-4A and must include the following statement, signed by the complainant: “I, (NAME), affirm, under the penalties of perjury, that the factual allegations contained in the foregoing Complaint are true and correct to the best of my knowledge, information and belief.” 

To avoid summary dismissal of the complaint due to the lack of a reasonable basis to believe that a violation that the Code of Ethics has occurred, complainant should:

1. Cite to each section/subsection of the Code of Ethics that complainant believes has been violated by a named County official, representative or employee; and

2. Provide a statement of the facts known to complainant that have led complainant to believe that the cited section/subsection of the Code of Ethics has been violated by such named County official, representative or employee.

Request for advisory opinion

An official or employee may request an advisory opinion from the Board of Ethics by fully describing the factual circumstances underpinning the requested advisory opinion. HCC § 23.2.1 defines "Official" as the County Executive, members of the County Council, the director, officer or coordinator of each County department and agency, and each member appointed to a County board or commission.

The request must contain contact information in the event the Board of Ethics requires additional factual clarification before addressing the request and so that the Board of Ethics may respond to the requestor.
